Atlassian licensing: buy right and steer over time.
An Atlassian licence is billed per user, per product and per plan, with prices that change at each user threshold. As an Atlassian Platinum Solution Partner since 2008, BleuLemon resells and manages these licences for IT departments from Paris and Lyon.

How is pricing structured at Atlassian?
Four variables decide the cost of a subscription: the product, the number of seats billed, the plan (Free, Standard, Premium, Enterprise) and the hosting model.
We deliberately do not publish a price list on this page. Atlassian regularly changes its prices and commercial terms: an amount shown here could quickly become out of date.
We prefer to give you a dated estimate, calculated on your actual scope.
The threshold effect of user tiers.
The price changes by user band.
One extra seat can sometimes cross a tier and noticeably change the overall cost of the subscription.
Likewise, an oversized tier is paid for in full even if it is not fully used.
So we work out the tipping point before any new subscription or any renewal.
An illustration of the mechanism, not an actual price list: Atlassian revises its prices several times a year.
In Cloud as in Data Center, the user tier can be increased at any time during the subscription. A reduction of the tier is only possible at renewal. In Data Center, the 500-user tier is the minimum.
Cloud or Data Center: what changes on the bill.
The cost model is not the same from one environment to the next.
| What drives the bill | Atlassian Cloud | Data Center |
|---|---|---|
| Billing unit | The subscribed user tier | The subscribed user tier |
| Marketplace apps | Subscription per app, aligned with the user tier of the parent licence* | Subscription per app, aligned with the user tier of the parent licence |
| Infrastructure | Included | Your responsibility: servers, database, backups, operation |
| Horizon | Maintained | End of life set for 28 March 2029 |
Where both Jira and Jira Service Management are in place, the reference tier is the highest Jira tier.
Three official dates frame Data Center:
End of sales to new customers.
End of sales for existing customers.
Switch to read-only.
The scope covers Jira Software, Jira Service Management, Confluence, Bamboo, Crowd and the Data Center apps.
The migration trajectory is covered on our dedicated page Atlassian Cloud migration.
What changes with an Atlassian Platinum Solution Partner.
BleuLemon has been an Atlassian Platinum Solution Partner since 2008.
Buying your licences through a partner is not simply adding a sales intermediary. Our role comes before, during and after the purchase.
The number of seats, the plan and the hosting are decided from actual usage, not simply from a declared headcount.
We aim to avoid unused licences, oversized plans and choices that become expensive at renewal.
We prepare the first subscription or renewal file with Atlassian.
Depending on the scope, the number of users and the level of commitment, some commercial terms can be negotiated.
Atlassian subscriptions can fall due on different dates.
We can group them on a single date to simplify management: one budget file, one deadline, one negotiation and a clearer commitment.
BleuLemon informs its clients of any price change before it takes effect, wherever possible. That is a service commitment, not an intention.
Where do the unnecessary costs hide?
A poorly managed licence estate can drift gradually, and silently.
Four situations come up regularly in our audits.
Leavers, role changes, service accounts, contractors who have gone: the accounts stay, and so does the bill. Sorting is done on measured activity, not on the directory.
Two applications can sometimes cover the same need when only one is actually used in the processes.
We map the apps installed and analyse how they are actually used.
Jira projects or Confluence spaces sometimes stay active when they are no longer used. Where their history has to be kept, our Aquarius solution takes certain projects out of the active instance while keeping a readable archive.
An Atlassian product can sometimes cover all or part of a tool still under contract elsewhere.
We identify these duplicates to avoid paying twice for similar functions.
For more on projects and spaces that have become useless: Aquarius and Jira archiving. Overlap with the rest of the information system is handled under IT cost control (FinOps / ITFM).
Across the licence audits carried out over the last 24 months, the share of dormant seats found ranges from 15 to 25% of the estate.
The licence audit, in practice.
We reconcile the seats billed with the accounts actually active, product by product. We list the apps and how they are used. You receive a dated statement: what to cut, what to consolidate, what to renegotiate, and the date to meet before the next renewal.
Our Atlassian Assessment includes this licensing element within a wider review of your Jira, Confluence and Jira Service Management environment.

Frequently asked questions
A question that finds no answer here is dealt with in a 30-minute conversation, about your actual context rather than a general case.
Talk to an expertHow much does a Jira licence cost?
The amount depends on the product, the number of seats billed, the plan chosen and the hosting model. Atlassian publishes its prices and revises them several times a year. A useful estimate is calculated on your actual scope, at a given date.
Is Jira free?
Atlassian offers a free Jira plan, capped in number of users and reduced in features: no contractual service commitment, community support. It suits an isolated team, not the service foundation of an IT department. The free plan is capped at 10 users.
How is the price of Jira Service Management determined?
The price of Jira Service Management depends on the number of agents, the people who handle the requests, and not on the number of requesters.
The amount is tied to the size of your support teams, not to your total headcount. Only agents are billed; requesters are unlimited.
Why buy your Atlassian licences through a partner rather than direct?
Because a partner can work on scoping, tiers, plans, subscription alignment and renewals.
Beyond the subscription itself, we size your licences as tightly as possible and steer them over time.
What happens to our contract if we change Atlassian partner?
Changing partner does not call into question your Atlassian environment or your data.
What transfers is mainly the commercial relationship, the tracking of subscriptions and the renewal dates. We can support you through that transition if needed.
